What can England and Singapore learn from each other?

Adopting a more proactive approach to prevention and health creation with communities

This multi-year study aims to describe and analyse how NHG Health is transforming its health and care ecosystem from a traditional set of health and care services to a population health-focused system.

This project is a research collaboration between National Healthcare Group and The King’s Fund to explore Singapore’s population health approach in an international context, supported by funding from NHG. The King’s Fund retains editorial control and responsibility for all written outputs from the project.

About the project

The study will examine how NHG Health is transforming its own services and working with partner organisations to deliver a system increasingly oriented towards population health. Specifically, it will explore how NHG Health is shifting towards a more preventive approach to illness, while developing more effective models of relational, neighbourhood-based care for older people and people living with complex needs.

While the initial focus is on NHG Health, the project will also incorporate learning and reflections from other health and care systems with similar ambitions to shift towards a population-health approach.

These are also issues that the English health and care system is seeking to address, creating opportunities for co-learning between the two systems as the study progresses.

What we're doing

This study will examine the barriers and enablers to transformative change in population health, prevention, and primary and community care across a number of different settings.

We will:

  • identify our key lines of enquiry through a roundtable discussion with senior health and care stakeholders from England and Singapore. The report for this has now been published.

  • conduct a study visit to Singapore in summer 2026, with further data collection through autumn 2026.

  • share these learnings with key stakeholders through a written output in early summer 2027.

Key milestones

The project began in late 2025 and will deliver its final outputs in early summer 2027.
