Toby left The King's Fund in May 2024.
Toby joined The King’s Fund in 2022 to lead the responsive policy team, which aims to influence decision-makers to improve health and care for everyone in England.
Toby has 15 years’ policy and communications experience spanning government, the voluntary, community and social enterprise sector, and the private sector. Before joining the Fund, he worked at the Department of Health and Social Care and led the team that prepared the health and care system for Brexit and helped mitigate risks relating to issues such as Northern Ireland’s medicine supply and the impact on public health of fewer border controls.
Toby also spent five years leading the public affairs team at Citizens Advice, which included working with the government to secure £1.5 billion to improve the Universal Credit benefits system. He has also worked for Labour and Conservative health and business ministers, a health care communications agency and volunteered on President Obama’s 2012 election campaign.
