One of the most important consequences of the listening exercise on the Health and Social Care Bill and the government's response has been to draw both the prime minister and the deputy prime minister into the heart of the debate about NHS reform.

Even more important have been the commitments made by the prime minister during recent weeks to increase the NHS budget in real terms during this parliament and to keep waiting times low.

The success of the government will be judged in large part by its ability to deliver these commitments in an increasingly cold financial climate.
