Improving the allocation of health resources in England: How to decide who gets what examines the history of resource allocation, suggests incremental improvements to the system that can be made in the short to medium term and calls for a more fundamental rethink of the objectives and methods of resource allocation.
The NHS Commissioning Board (now NHS England) announced a fundamental review of resource allocation on 18 December 2012. This paper was written before 1 April so refers to the responsibilities before this date.
