All good rhetoric and organisational integration of health and social care is well tried and tested in Northern Ireland. Andy Burnham however avoid the really difficult issue which is that there are not just two sets of budgets to integrate. While NHS care is free (at the point of use) and social care remains potentially means testable (Burnham's 'National Care Service' that he advocated for a while near the end of the Labour Government being long since abondoned or put on very cold ice) the benefits of organisational shift are very constrained. While mental health and community services may well go together, the histroy of mental health linked to acute hospital services is one of marginalisation and underfunding.
