One of the unnoticed and yet best resources we have in the UK for managing our aging population are the 200,000 disabled people who through Direct Payments and Personal Budgets manage their own care in their own homes. SEMPA not only works with such disabled people but also sees itself working increasingly with elderly people. The biggest challenge is the Contract of Trust between the disabled or elderly person as the employer, and their carer / PA as their employee.
