The government has set out its agenda for re-shaping services for older people, recognising the part that rehabilitation and intermediate care should play in this.

The challenge is to find ways to provide a range of integrated services.

A whole systems approach argues that a whole-systems approach to strategic development and operational change is needed to develop a range of flexible intermediate care and rehabilitation services.

A model for mapping the current scope of services is also provided in the report, which offers practical advice on finding unexplored potential, examines how older people use services, and identifies gaps and pressure points.
