What incentives exist for NHS managers to focus on wider health issues?

The government is placing increasing emphasis on the role of the NHS in promoting health. But in practice, government tends to be preoccupied by the pressures of the acute care sector.

This paper argues that current incentives and performance management structures affecting NHS managers focus more on improving health care than on tackling inequality and promoting health.

Presenting findings from 32 interviews with NHS managers and regulators, it highlights inconsistencies in government policy and makes recommendations for improving targets and performance management structures.
