Projectitis cover The government is running increasing numbers of flagship initiatives as one-off projects. But short-term investment in such projects rarely delivers organisational change, and learning from demonstration projects seldom transfers to other places. This paper considers the need for appropriate organisational structures and people to deliver successful project outcomes. It argues for the importance of project scoping – defining the problem and the objectives – and proposes a different way of thinking on how to use development resources.
