Consultation response: Department of Health consultation on the commissioning framework for health and wellbeing

This paper responds to the Department of Health's consultation on the commissioning framework for health and wellbeing, which is part of wider reforms to change the role of primary care trusts (PCTs) from providers to commissioners. 

We welcome the Department of Health's focus on health and wellbeing, as this is often secondary to service-related issues. However, we foresee difficulties once PCTs attempt to develop a business case for certain interventions.
