In brief

A three-day study tour designed for experienced medical leaders. This intensive tour includes visits to some of the most forward-thinking commissioning and provider organisations in Boston, Massachusetts.

What is the focus of the tour?

We will:

  • explore the role of health insurer, medical groups, hospitals and other providers of care
  • learn about innovations in payment systems, such as the Alternative Quality Contract and how risks are shared between insurers and medical groups
  • explore how medical groups relate to hospitals and how they develop integrated models of care
  • learn about the different roles played by medical leaders and the training and support they receive
  • learn how insurers relate to medical groups and work with them to control costs and improve quality.

Paul Zollinger-Read

Paul works with teams across The King’s Fund, providing advice and guidance from a clinical perspective.

He has played a major part in developing our  work around GP commissioning and provision, allowing us to continue to build and share knowledge and to support the health service in these areas.  

Paul started his career as a GP in Braintree in 1991. He spent some of his career working with the NHS Modernisation Agency and, in 2002, set up and became CEO of one of the first care trusts in the country.

He went on to run the neighbouring PCT in Chelmsford and, following the reorganisation in 2006, was asked to run NHS North East Essex. At the beginning of 2009 Paul was asked to run NHS Great Yarmouth and Waveney PCT.

Paul became the chief executive of NHS Cambridgeshire in January 2010 and subsequently chief executive of NHS Peterborough in July 2010. He was also asked to lead the development of GP consortia in the East of England. He is also responsible for some areas of national work such as the development of authorisation for consortia and the pathfinder Learning Network.

Paul is a clinician with extensive leadership experience at national, regional and local levels. His leadership style is passionate and innovative borne out of his clinical background. 

Liz Thiebe

Liz Thiebe joined The King’s Fund in March 2008 after leading the Productive Series at the NHS Institute for Innovation and Improvement. This work included leading the national programme to improve patient experience, patient safety and the efficiency of wards, theatres and community hospitals.

She currently works with GPs and clinical commissioning groups, supporting their development as leaders, using a whole systems approach.

She was recently the director of service design at University Hospitals of Coventry and Warwickshire NHS Trust, where she directed the service delivery redesign for one of England’s largest NHS trusts.

She is the former Health System Director of Surgery and Anaesthesia at a large health system in Massachusetts, where she had management responsibilities across the health system for the strategic planning, programme development and operation of the surgery and anaesthesia product line. Liz led the design process for new models of care and the care delivery systems, and then implemented them.

Liz holds a bachelors degree in nursing and a master’s degree in business administration. A frequent lecturer, she also acts as a planning consultant for surgery, anaesthesia, endoscopy, and capital planning programmes in the US and the UK.
