The Department of Health White Paper Our health, our care, our say: a new direction for community services was published on 30 January 2006. The White Paper sets out the government's agenda for the reform of primary care services, including shifting care from hospitals into community settings, giving GPs more responsibility for local health budgets through practice-based commissioning, and the introduction of alternative providers. It confirms the vision set out in the Independence, Well-being and Choice Green Paper which was published in March 2005.

The following resources are available on the Department of Health website:The Department of Health set up five policy taskforces to support the development of the White Paper. Niall Dickson, Chief Executive of the King’s Fund, chaired the My life, my choices taskforce, which was asked to report on how to design services which are centred on the needs of the individual and the community, and which allow users and communities to exercise choice.
