Grow your own to keep your own? Developing London's NHS workforce

In 2005/6, the King's Fund and North East London Strategic Health Authority (NELSHA) carried out an examination of the issues and challenges of developing a sustainable health care workforce using local workforce solutions.

This strand of work was a development of previous King's Fund research into London's NHS workforce trends and international recruitment. The King's Fund has argued that an over-reliance on internationally recruited health workers as an answer to London workforce challenges is unsustainable for the future delivery of health care services.

'Home grown' approaches are frequently identified as a key strategy to supporting workforce development priorities (current and future) and there are many examples of established good practice in place in London. However, certain challenges still prevail: how do we mainstream this type of activity; what is the 'business case' (benefits) for this type of activity and can it be evidenced; and what does this work mean in the light of current policy developments?

As a result, a key recommendation is that policy and subsequent workforce development strategies for London should focus on 'growing our own workforce' at all levels. This is further driven by both the anticipated population growth in London and the attendant diversity, as well as current workforce reform contributions to Commissioning a Patient-Led NHS - improving the patient experience, productive time and efficiency gains.
