John Appleby has researched and published widely on many aspects of health service funding, rationing, resource allocation and performance.
He previously worked as an economist with the NHS in Birmingham and London, and at the universities of Birmingham and East Anglia as a senior lecturer in health economics. He is a visiting professor at the department of economics at City University.
John's current work includes research into the impact of patient choice and payment by results. He is also acting as an adviser to the Northern Ireland Department of Finance and Personnel in respect of the implementation of his recommendations following a review of health and social care services in Northern Ireland.

A review commissioned by Northern Ireland finance and health ministers from John Appleby, published on 31 August 2005, examines funding needs over the next 20 years, assesses the productivity of the NI system and makes recommendations for changes in the performance management system.
