Rebecca joined The King's Fund in 2009 from Monitor, the independent regulator of NHS foundation trusts, where she was director of communications. This followed a period of six years at the Healthcare Commission and its predecessor organisation, the Commission for Health Improvement. From 1997 to 2001 she was head of press and parliamentary relations at the Alzheimer's Society.
